The Mayor of Cagayan de Oro City – Oscar Moreno places Cagayan de Oro City under community quarantine in an effort to help prevent, limit and control exposure to the deadly Novel Coronavirus Disease 2019.

The Executive Order No. 049-2020 will take effect on 12 midnight of March 19, 2020.

Here are some of the important details under the executive order:

Everybody in the City of Cagayan de Oro is strongly directed to restrict his or her movements and remain in his or her residence, especially persons who are at high risk of being infected by Covid-19, such as 1. those sixty (60) years old and above, especially those with health conditions, 2. those who are immunocompromised or with co-morbidities, and 3. pregnant women.

Flexible work arrangements shall be encouraged in the private sector. For this purpose, the pertinent advisories and guidelines of the Department of Health (DOH), Department of Labor and Employment (DOLE), Department of Social Welfare and Development (DSWD), and the Department of Trade and Industry (DTI) shall apply. In all cases, strict social distancing measures are required to be observed by their respective managements.

The foregoing to the contrary notwithstanding, the movement of all types of cargoes within, to and from Cagayan de Oro City shall be unhampered. If subjected to random inspection (with cargo before delivery or empties after delivery), the movement of cargoes shall not be delayed, upon presentation of the cargo manifest or delivery receipt indicating the destination, nature, and quantity of the loaded goods/cargoes.

Following the policy on unhampered movement of cargoes, the vehicles with the personnel of logistic companies involved in cargo handling, such as, but not limited to, warehouses, trucking, freight forwarding, airports, and sea be permitted to pass thru control points upon presentation of appropriate vehicle pass.

RESTRICTIONS ON GOVERNMENT AND PRIVATE FACILITIES. – In addition to the facilities and establishments mentioned in the aforesaid Executive Order No. 048-2020, which have been ordered closed thereunder, and in order to further promote social distancing, the following establishments shall be closed effective March 20, 2020: 1. Public Swimming Pools, 2. Bars; 3. Schools; and 4. Gyms, basketball courts, badminton courts, and other similar establishments.

CITY HALL TO CONTINUE OPERATIONS – The City Hall of Cagayan de Oro shall remain open and will operate with the necessary workforce to continue to deliver vital and essential services to the City of Cagayan de Oro. However, access to City Hall for the people’s concerns shall be limited and controlled to enforce social distancing and protect all from the transmission of Covid19.
All establishments that are allowed to remain open shall strictly enforce social distancing measures, such as but not limited to skeletal staffing, temperature checking, use of masks and gloves and other requirements that may be imposed by the Cagayan de Oro City Government.

Establishments allowed to remain open but found not implementing proper social distancing measures shall be imposed sanctions and may be closed by the Cagayan de Oro City Government.

The City Joint Task Force Corona Virus Shield (Philippine National Police, Armed Forces of the Philippines, Coast Guard, Bureau of Fire Protection) and Barangay Tanod personnel of the barangays are hereby directed to strictly enforce this Executive Order.

Failure to abide by the foregoing guidelines and measures shall be meted with appropriate action, in accordance with relevant laws and regulations. For this purpose, the City Legal Department is directed to initiate appropriate charges, as may be warranted.

The Business Permit of any Establishment which refuses to follow may be revoked after a review by the Business Permits and Licensing Office.
